August 31, 2015 (The Bieh Telegraph)–-Today early in the morning August 30, 2015, government forces again attacked SPLA/IO’s positions in the southern battleground state of Unity. The government forces launched multiple attacks in Leer; Mayandiit and Koch counties   less than 24 hours after the cessation of hostility agreement came into effect on Saturday night.

SPLA/Juba faction burned down local villages around abducted lactated mothers, raping women and girls. They also looted property and raided cattle.

Mean while the military convey with three barges and 7 gunboats is on move from Leer to Malakal through SPLA/IO controlled areas making random shelling along the Nile River on our position in Pangak, targeting civil population around.

We are calling the international community and the IGAD plus to condemn this brutal act being carried out by the government. This clearly indicates that the government has broken the cease fire signed recently.

August 31, 2015 (The Bieh Telegraph)—Nuer Community in Uganda was formed in 1992 with a view to promoting unity and peace among the Nuer and working for their welfare. It then became the overall umbrella under which the four States of Bieh, Latjor, Phow and Lich lie. Its elections are conducted every after two years tenure.

Much as democracy is naturally engraved into the Nuer Community culture, the leadership has always been determined by casting of votes, right from this chairmanship sequence: John Jok Nguot, Gatluak Gey, Yohanese Riek Bijiek, John Jok Duom and Samuel Gai Kuinin.

As far as the election processes are concern, the outgoing leadership headed by Gai Kuinin established the Electoral Committee (EC) on the 16th January, 2015 prior to dissolution of its body on the 27th January, 2015. Here come their names: Kang Deng Ruey (Chairman), Gatluak Khot Keat (Secretary General), Jal Duop Yang (Finance Secretary), George Machar (Information Secretary), Thiey Gai (Speaker), Bith Gatwech Yiech (Returning Officer), Khor Chuol Rut (Organizer), Rev. John Yual Nguth (Advisor) and Elizabeth Nyaruot Biel ( Advisor).

The election observers comprise four States Chairmen: Juma Wechtuor from Bieh, Tayin Kong from Phow, Both Gatwech from Lajor, and Puok Ruach from Lich and elders representatives from each State namely: Nhial Hoth Chung from Bieh, Andrew Thok Gol from Latjor, Nyawargak Nyang Kiey from Phow and Koang Woi from Lich

The Electoral Committee started to carry on with the task entrusted on them. Election bylaws were set in conjunction with the Nuer Community constitution to guide the process. The election was then scheduled to take place on 14th February, 2015; an exercise which ended up premature due to time factor.

The election was called off from then till its recent conduct on 24th August, 2015. The positions contested for were: Chairperson by Stephen Gai Kak and Nyoat Biliu Babuoth, Secretary General by Lino Kawai Kuer and Riek Tap Riek, Finance Secretary by Kuol Majiok Rambang and Tuach Gordon, and Culture and Sport Secretary by Jacob Nyir Khan and David Chan Kulang.

Required by the election procedures, voters started arriving at the polling hall between 9:00 AM and 1:15 PM after which the entrance was ultimately closed. The voting started from 1:20 PM to 6:30 PM. No sooner had all the voters casted their ballots, than the counting commenced from 6:45 PM till late night.

The tallied results were added up for various positions so as to determine the winners. The final results read as follow: Chairperson: Stephen Gai Kak had 404 votes and Nyoat Biliu Babuoth had 409 votes, Secretary General: Lino Kawai Kuer had 342 votes and Riek Tap Riek had 405 votes, Finance Secretary: Kuol Majiok Rambang had 387 votes and Tuach Gordon had 319 votes, Culture and Sport Secretary: Jacob Nyir Khan had 390 votes and David Chan Kulang had 361 votes.

Subsequently, the Electoral Committee Chairman officially declared winners the following:

The election was conducted in a free and fair atmosphere as different agents signed to confirm its credibility. Heretofore, it is our full anticipation as the Electoral Committee that the runners up candidates accept the results as they promised in their campaign speeches. The EC recommends that the newly elected body works to promote the existing unity and peace among the community members.

The Chairman elect with his team will be ushered in on the 3rd September, 2015. From that onset, the body will serve the community and work with other South Sudanese communities in Uganda for a period of two years (2015 – 2017) granted by the constitution.

August 31, 2015 (The Bieh Telegraph)—The SPLM/SPLA Youth League in the United States (SPL/SPLA-YL(USA) calls on all South Sudanese Youths to join the party of democracy, freedom and equality, the SPLM/SPLA-In Opposition under the leadership of Dr. Riek Machar Teny.

The Youth League acknowledges that the SPLM/SPLA has fought a two year war liberation war to halt an autocratic regime that was poised to take back our hard-fought freedom and silence the people of South Sudan. The SPLM/SPLA-YL welcomes and celebrates the recently signed Compromised Peace Deal to return peace to our country. Peace at last! Peace at last!

The SPLM/SPLA Youth League in the United States congratulates Dr. Riek Machar Teny for taking a lead in signing the peace agreement on time and President Salva Kiir to follow on its footsteps. The SPLM/SPLA-YL urges all parties to work hard to implement the peace deal.

The SPLM/SPLA-YL also congratulates the man of peace and the father of Self-determination, Dr. Riek Machar Teny, for once again delivering a multiparty system in South Sudan to decentralize power and democratize South Sudan.

The Youth League would like to reiterate that the SPLM/SPLA is a national inclusive party that celebrates the diversity of South Sudanese people. South Sudanese society has always been democratic and federalist. A federal system of governance champions and adheres to the principles and values of the South Sudanese Society. Therefore, the SPLM/SPLA Youth League urges all South Sudanese from all tribes to support the SPLM in opposition.

South Sudanese youths will have a chance through a multiparty system to be politically active and have room to speak on issues that have plagued South Sudanese Youth since our independence in 2011 and prior.

The Youth League celebrates that the SPLM/SPLA in opposition has already abandoned the status quo by filing its senior ranks with young South Sudanese politicians to challenge the political elites of Juba regime and Former Detainees. Therefore, it is in the interest of all South Sudanese youths to join this Democratic Party. The SPLM/SPLA Youth League in the United States finds that it’s imperative for all South Sudanese to join this party and be actively involved.

The SPLM/SPLA-YL recognizes that the youths in South Sudan have been the core of our struggle to win independence from Sudan and now liberated the country from a dictatorship rule.

Thus, the youth shall not be forgotten this time around as we all know a country that does not invest in its youth shall never prosper. However, SPLM/SPLA acknowledges that the youth need to organize ourselves effectively and be present in the political arena, and it starts by joining the SPLM/SPLA-YL.

White House Slash Kiir’s Claimed of Reservations

earnestAugust 26, 2016 (The Bieh Telegraph)—-The Government of United States America has welcomed the recent peace deal belatedly signed by South Sudan’s President Salva Kiir, but warned that it does not recognize a list of reservations that he made when signing the document.

“President Kiir made the right decision to sign the peace agreement,” said White House spokesman Josh Earnest, as quoted by AFP in Washington. He added, “The US does not recognize any reservations or addendums to that document.”

At the signing ceremony on Wednesday, Kiir repeatedly expressed reservations to the deal. His government also sought to attach a 12-page list of reservations on many key points of the deal.

“The current peace we are signing today has so many things we have to reject,” President Kiir said at the ceremony.

August 26, 2015 (The Bieh Telegraph)—-The Sudan People Liberation Army (SPLA) forces in Ayod and Nasir are desperately sending their happiness  and congratulatory messages to Gen. Salva Kiir Mayardit for signing the long awaited day of lasting peace.

According to the press issue by the join forces who had been struggling to quel the rebellion for more than two years in the mid of the enemies, they decided to bust their uncontrolled happiness to thank the commander in chief Gen. Salva Kiir for wisely signing the peace accord.

“We are more than happy…….Our commander have read our minds, we support him and we shall continued to support him” said one of the junior commander whose identity is very important for us to secure.

In the press statement issued today by the government Units in Ayod, they confirmed to Bieh Telegraph that if salva Kiir failed to ink the IGAD Proposal, many would have deserted the front-lines.

” We have many wounded soldiers, many sustained guns shot of last year and many of recent while more other are traumatized by the persistent of this senseless war” one of the top commanders lamented.

However, Many South Sudanese welcomes the signature of the president of the Republic Gen. Salva Kiir Mayardit.

South Sudan President Have Sign the IGAD Peace Unconditionally.

President Yoweri Museveni, Prime Minister Hailemariam Desalegn, the First Vice President of Sudan, Bakri Saleh Hassan and Uhuru Kenyatta today witnessed as President Salva Kiir of South Sudan appended his signature to a peace agreement to end the conflict that has been raging in South Sudan for the last two years.
President Yoweri Museveni, Prime Minister Hailemariam Desalegn, the First Vice President of Sudan, Bakri Saleh Hassan and Uhuru Kenyatta today witnessed as President Salva Kiir of South Sudan appended his signature to a peace agreement to end the conflict that has been raging in South Sudan for the last two years.

August 26, 2015 (The Bieh Telegraph)—- President Salva Kiir has finally signed the regional brokered peace deal, raising hopes of possible end to the 20-month old conflict in the world’s youngest nation.

Kiir inked the deal at 4.54 pm (local time) at an event attended by his Ugandan counterpart, Yoweri Museveni, Kenya’s Uhuru Kenyatta, Ethiopian prime minister, Hailemarian Desalegn and Sudan’s vice president, Bakari Hassan.

He said he accepted to sign the deal because they were faced with the option of either rejecting peace or accepting war to continue against the will of the South Sudanese.

Multitudes of South Sudanese around the globes are happy with move taken by the president to stop more bloodshed.
